Effect One: Causes a marking on the dragon to look like it is dripping or melting. Here is an example of rust, before and after being forged:

Effect Two:  It can also cause a marking with a solid edge to have a soft edge, even if that marking is required to have a hard edge.

If the dragon has no markings, you may use it on a minimum marking.

Charged Forged may affect any number of markings, as long as the minimum of one is met.
